I think this is marked as completed because it's not a bug, he just hasn't started working on the actual content yet.

Not sure why this was marked completed when its still bugged. Just tested it.
Same for me, after talking to farmer Sam for the first time the quest got completed and the second quest disappeared. Also enemies like wolfs won't attack me anymore for some reason.
So far as I can tell the farmer no longer offers a quest or completes the soldier quest. The soldiers aren't interested either.
more detail - farmer sam's prove your worth is eligible for completion immediately on pickup. You can click the quest in the UI and complete it without ever talking to sam. If you do, you get the XP, but then you can't get the sheep quest. If you take the sheep quest, prove your worth is auto completed - I didn't catch whether or not I got the xp though. There's no Quest UI for find the sheep either.

Not only did I lose the second quest, but the first one seems not to have registered and now I have no apparent path forward. I confess I wasn't paying attention and may just not have noticed completing it somehow. In any case I can't find the next quest.
Tried this on a new character. I was mistaken about the first one not registering - it was just a turn-in for the quest to find the farmer. But when I completed that, the option for the sheep quest disappeared. I have a recording of this if it helps.
New character, skipped completing the find farmer quest, and accepted "Find my sheep" first, with similar result. No quest received and the option to complete the previous quest vanishes, leaving me unable to interact with the NPC. Is this just the end of the quest chain for now?
