Per spell cooldown
Gleam adds a cooldown to all available spells. This interrupts the players ability to cast the basic fireball until the cooldown is over.Considering the Fireball spell is the most basic attack and also requires to be charged, it should not be affected by Gleam's cooldown.

Currently Gleam does trigger a GCD so this is expected. I think you're right though - I'll look into making Gleam an instant spell that does not trigger the GCD timer. Thank you for the report!
