Quest "Lakeside Reagents" cannot be completed?

The questgiver "Farmer Sam" requires the collection of 5x "Frog Leg"; but once the reagents are collected the quest cannot be turned in for the xp reward. Edit: The quest completion dialog randomly popped up while I was killing a spider. So I guess it is completeable, just not in the way you'd expect? Edit2: I managed to replicate it with another character following these steps. 1 ) Abandon the quest. 2) Re-Accept the quest. 3) Kill a frog and loot an additional "Frog Leg". 4) Kill a random spider. -> Quest marker shows up on minimap. 5) Turned in the quest and completing it. : D

The same thing happened to me, and your 'kill some spiders and then the quest will randomly be able to be turned in' method worked.

Similarly I couldn't turn in the Lake is Restless quest until I killed some random spiders

So I managed to get mine to wake up, after a group of us slayed Nythera it woke the quest up.
