Quest materials can be deleted
Materials needed for quests can be deleted, but after deleting them, an error message still appears saying that quest items cannot be deleted.

Also, on top of that, as shown by the video, you can retrieve the deleted item by relooting the same item again. This is after resetting a breach and going through multiple loading screens.
Looted and deleted an item listed as quest item (Unbound Cipher Slate) outside of breach in the overworld, never got the text in chat for it being a quest item, and upon relooting one it didn't give back the deleted items. So that appears to be exclusive to breaches. (Can, however, still delete other quest items)
