does not benefit from ranking up. tooltip says: spellpower+10% per rank. thats a lie. also: it does indeed increase spell dmg by 30% but doesnt not decrease casting time by 30%. casting time is reduced by 25%. And with 120seconds cd, this spell is garbage. sory. not hard feelings.
