Spell Swapping

Steps:  Open spell book, drag a spell (fireball) onto hotbar over a slot that is already filled (Gleam).   Observed Gleam was replaced with Fireball, but then Gleam disappears.  Expected: Gleam should be replaced with fireball and then Gleam should be dragged around.
